The purpose of Title I is to provide all children significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps (ESEA Section 1001).

Title I Eligibility

The Hawaii Department of Education (HIDOE) Title I eligibility for a school is based on a minimum poverty threshold of 47.2%, which is determined by the percentage of students qualifying for free and reduced-price meals. Currently 58.9% of our students qualify for free or reduced price meals

  4. Title I Fiscal Form (TFF) for Title I Schoolwide Programs: The TFF is based on estimated allocation amounts and documents alignment of Title I expenditures to contributing/root cause(s) identified in the school’s CNA and strategies and enabling activities in the Academic Plan/Charter Schoolwide Plan.
